The application materials call the project “The Gates at Westworth Village”; the council’s agenda uses only the address, so match documents by “220 Redbird Lane.” This followed the August 4 recommendation to approve from the P&Z commission, reconstituted three weeks earlier. This account comes from residents who attended; the city had not posted the August 11 minutes as of August 15.

FACT: For anyone considering a challenge: under Texas Local Government Code § 211.0065, a suit challenging a residential rezoning ordinance like this one must generally be filed within 60 days of the ordinance’s effective date. The effective date depends on the adopted ordinance, which the city has not yet posted; we’ll add the calendar deadline when it appears.

FACT: The July 14 minutes, the ones recording the 3 to 2 removal of three sitting P&Z members with no cause stated, were on the consent agenda for approval. The agenda also carried preliminary action on a proposed FY 2026-27 tax rate of $0.475 per $100 (public hearings September 8 and September 15), a $384,501 city-hall green space contract, an ambulance-subscription ordinance, an election-services resolution, and another executive session listing “board, committee, and commission appointments.”

FACT: Nothing anywhere on the agenda addressed the August 4 demand letter, rescission of the July 14 removals, or the Open Meetings Act. The letter’s ten-business-day response window runs out August 18.
What comes next
FACT: The commission that recommended this rezoning is the same commission the demand letter says was installed in violation of the Open Meetings Act’s notice requirements, and the letter put the city on notice that actions flowing from the July 14 removals are subject to challenge as products of a voidable act. OPINION: The first rezoning through the rebuilt commission moved from first hearing to final approval in seven days flat, in August, with the minutes documenting the commission shake-up approved the same night on a no-discussion consent vote. If you blinked, you missed it. That’s rather the point of this website.
